The reason why noone is allowed to shell in Maldives are these little hermit crabs, who usem the shells ar homes. If there are no shells left, they will use other objects, such as pieces of bottles and other debris. You can buy shells at the airport, however, I could not find out if those were picked up somewhere, where is plenty of them, or in the same scarce places.
